revvaughan - I agree the initial resources are scanty. Best way to build Prestige is an international aid program - donations of cash, arms and miltary support.

G'day nazareth - the Emperor Franz Josef asks me to gently point you to the Edict of Tolerance of 1782, when religious tolerance was made part of the Austrian Constitution. True, it was mainly Christian faiths but was extended to the Jewish community, which for those days was remarkably fair. Few other European nations had gone that far (some religions were state-mandated and the punishment for secret worship was death). True, Austria didn't extend it to Buddhists, Hindoo, Mother Earth or Hare Krishna, but probably would have protected their rights even so!
The question of "which faith?" is too narrow a question. Perhaps the question should centre around defending the right to believe without persecution? Something to think about...

Ah yes, it is a somewhat older document and we were not sure if it had not been superceded by some later policy within your government.
I'm guessing the religious tolerance for the Jews you speak off is were their spoken and written language had to be replaced with the 'national' language, that official documents and school texts could not be printed in hebrew and that Jewish schools would be required to be strictly observed by the government, etc. Hmmm, yet I do confess that it is better that what they are used to and you are quite right, for Austria, remarkably fair. -)
