Well, its good to see the money stumped up by Parliament to pay for the Scottish Assembly is being put to good use
When I researched Kidd, it does appear that he was a pawn of the politics of the day. As I understand it, he did indeed carry a "Letter of Marque", signed by William III himself, but his attack on the Quedagh Merchant seems to have caused some financial troubles to politically connected people back in London. So naturally, William had to act against the pirate.
