I don't know the answer to this I'm afraid, but I do have a similar experience that happened to me in a previous game.
The King in Prussia gifted me with 1000 low-caste Hindus, located at Agra (India). I was located in the Caribbean or Europe (I can't remember which game it was). To get those recruits to my game position I would either have had to use my merchants to carry them back home (so disrupting my trade investments), or I could have hired 'foreign' merchants to ship the 1000 recruits to me. I presume I was to just mention in my turn orders that I was hiring merchants to deliver them and Richard (Agema) would do the necessary paperwork, mentioning a cost paid on my game return sheets.
So, as far as I know. If you raise recruits in another continent, you'll have to deliver them back to where you wish to use them.
If you raised recruits in your neighbouring countries, I'd imagine they'd be available to use in your country (as they could be walked back home along with the recruiting party).
As I say, I don't know the correct answer to your question. But I'm sure Kingmaker, or another veteran player, can answer with a definite answer.
