Shipwright Missions

In order to benefit from the tuition of a friendly visiting shipwright mission is it necessary to have an Academy of Naval Architecture (or equivalent)?

Ah - thank you for that. Most timely! And a supplementary open question - if nation A has learned a particular skill from nation B, can nation A then teach it to nation C???

I did once have a mission that actively worked with a shipyard in another nation to help it build a couple of classes of ships. For various reasons, I lacked the spare capacity to build ships for them and they lacked the recruits to be able to justified training 1,000 for a year in an academy.

It did mean when my mission ended the shipyard hadn't acquired the skills to build the ships though.
