What is the best way of claiming new colonies and then expanding them ?

Not to usurp Richard's place, but you might get better answer if you clarify your question a bit more. What do you mean by claiming and expanding? What are you trying to accomplish?

I for example a colony in Africa, where i have built a new city, hoe do i go about expanding into the interior, an expanding the size of the town more quickly.How can i encourage colonists from Europe? can i get the natives to become a part of town?

I can give you my .02.
Towns include the territory around them to some extent, so your colonial town already has some area. For the rest, well, it's occupied. You will need to conquer it and subjugate the black african and show him the superiority of your european ways!
You can, of course, send recruits to a colony and use them for investments. But perhaps the simplest way is to just start investing in the colony to grow it. What you'd invest in would depend upon where you are in Africa and what local resources are.

Ive conquered the Herro tribe, gotten 6,000 tribal warriors. a Kraal which i have expanded into a Town. however I#m not sure how to go on.

Depending on if you're the dutch, you might want to move south east and conquer the Nguni. Or you could expand east or north.
I would think about sending out prospectors, southern africa is known for good minerals, you could then invest in mining.
You could also invest in tobacco, sugar, indigo, opium and cotton among other cash crops, but I think it would be best to ask in-game advisors what they suggest, because the answers will be dependent on game economics. In most games, there is plenty of sugar, so that doesn't tend to be as profitable as other things. Also, you'd need to check growing conditions.
So my advice is mining and plantations. As the economy grows, you'll naturally get immigration to run your investments.

Thank you; Ive gotten people mining Iron ore and zinc, i have thought of getting into Ivory and coffee, Have you ideas for getting colonists from the Old world to come to the colonies, I'm not sure how to get around (if possiable) the bans on recruitig abroad. Can I use my trade Missions to post adverts for colonists in Foregin lands? Or will i just upset other players because i am stealing there recruits.

A quick and historic way of expanding your colonies working population is to buy slaves. Dont think we have had many slave revolts in Gloire du Roi
but I guess you could always be the first.

Slaves ok i must only overcome my personal revulsion of the idea. then again I guess there will most probably be revolts which would fit in with my current run of luck.I suppose iI could also invest in the slave trade at the same time which would be killing two birds with one stone.

I can understand your reluctance on slavery-the first time I bought slaves in-game I did have a moral wibble.
If you are looking at ways of gaining extra colonies, two other options.
You could approach some of the lords in the traditional colonial lands and see if they will lease/sell you land. In Game 8, it looks like one player in trying this approach in the Far East.
An alternative idea is to have a look and see if historically, in our period or in the last years of the 17th Century, the nation you are playing had any colonies that don't feature in Glory. I did this as Denmark in one game, found two small colonies/outposts I didn't have in-game, sent out patrols to investigate and see if they were still there...and they were
I even found out about a small Prussian outpost near a base of mine that historically existed but wasn't in game...sent a patrol out (I was trying to gain Prussian friendship in that game) and hey presto Prussia gained a colonial outpost
