It is something that I think all games suffer from the stonewall of silence from inactive positions.

Has anyone come up wihta good way to get results from them, I have tried writting letters to the rulers of the States involved. Gettig Ambassadors to put points of view across. but results are scetchy at best. Normallythere is little responce from them. Has anyone found a better way of communicating wiht them?

trying that now, I suppose it is a form of Diplomacy, but I still get stonewalled. Even after I manage to take the Capital & treasury they continue to fight on & still ignore any attepts to make contact. A little frustrating.....

It might depend who you are fighting and why. I seem to remember that if a large nation invaded a smaller nation without provocation, then even if that small nation was defeated, it could be some time before it became under the control of the larger nation as elements within it would continue to resist. Perhaps this is what is happening, or a variant of this kind of behaviour? Without knowledge of the specifics it is difficult to comment. I can imagine it is very frustrating though.

Of course, there is also the possibility that the rebels are so disorganised there is no leader to make contact with?

maybe it depends from game to game & the amount of time Richard has avaliable, plus how much money is required in additional orders.
