Once more I reach out to draw upon the collective wisdom... There are settlements named on our area maps which do not appear on our turn-end print-outs, and there are places that were in existence but which are not named on the maps. Is it possible to build (units, structures) in these places without first sending units/recruits to them?

Yes, I have had this issue before with Hungary, basically building there's no different than normal, I for example started building at the Town of Arad on the Danube.

On my last turn I asked for an academy to be built in two towns that were only on my map. It wasn't a problem for me either.

I've found that if you think you have somewhere colonial that you knew existed historically and belonged to your nation but isn't listed on your turn or on the maps, if you send out a patrol to check up on it, the place then appears-quite useful when I was Denmark in Game 3 many years back
