    Has anybody tried this? To underwrite insurance contracts on trade? How did it work for you?

    depends on what you are insuring some are more prone than others

    Gave the order that merchants give a small fee based on cargo & risk, also put money aside in case of larger claims, I think it works as a sort of self funding sinking fund. Have had the scheme running for a number of years now, some years it makes a profit but mainly it seems to break almost even. I does boost confidence of the merchants, well that is at least what my honourable & undoubtably honest ministers tell me.
