I can't seem to find anywhere a figure put on how many seed-drills (per head of population?) it takes to have a beneficial effect. Anyone got any views, information or experience that might provide a hint?

How many seed drills: How many horses to pull the seed drills how much Grain to feed the horses that pull the seed drills, how many seed drills to sow the seed to feed the horses that pull the seed drills
No definate answer sorry maybe try & experiment on your private in game estates then you can scale up from there, it's the only idea I can think of at the moment. Or maybe it is clasified under the tools to farmers category, rather than build seed drill invest money in their production.
Or maybe it's like clergy or Judges you need so many for poor cover, more for reasonable advances etc maybe a 1000, drills per million of population?

I just asked on my turn and he told me. I can't really tie the number to anything.
I would need 44 for portugal and 528 for Spain. Make of that what you will!

Umm, oops (?) - that is what I'm trying to do! The way I read the rules (?) the basic seed-drill should work ok without enclosure, it's the Improved Seed Drill that needs that extra step..?
"Seed drills use a system for measuring grain coverage; wheels to which are attached spoon-like cups which dipped into a hopper holding the seed and dispersed it along furrows at a standard rate.
The Improved Seed Drill (which is an R&D improvement on Tull's drill) costs the same to make as Tull's seed drill, but has several tubes from the hopper to furrow openers, meaning more seed can be dropped in one go across several furrows
at once. The above invention will only be of real benefit if enclosures are introduced in the country so it can be used to its full
potential."

The way I read it, any type of seed drill needs enclosures to be fully functional.
Whether there is some benefit without enclosures is my question....

I think the point of enclosures is to replace lots of small bits of land with fields large enough for horse drawn machinery to be effective.
So clearly "enclosure" is needed in already farmed area's like most of Western Europe, India, China etc if machinery is to be introduced. And Richard will no doubt give you loads of social problems to deal with as suddenly landless serfs turn to banditry, smashing up machines, etc, etc and your character gets the blamed by high society for the trouble!
But if you do nothing to improve your agriculture..........you will probably get a famine. And guess who gets the blame?
Countries with large amounts of spare land such as Russia in Siberia, France, Spain & England in the America's have an advantage in that they can introduce horse drawn machinery and large fields in the Colonies without all the social problems of "Enclosure".
As Spain in G7 I think I may have over-reacted to the 1703 Famine.......declared most of Texas, California & the Pampas Royal/Church estates and let it out big farms on long leases at pepper-corn rents. Then introduced hardy seed and machinery.
Famine no longer a problem...............but what the hell am I going to do with 50M tons of surplus grain mostly in the wrong place? Plus I seem to have upset a few Indian Tribes. Something about hunting grounds and sacred graves being covered by Corn Fields.

I'm not 100% sure but I think the enclosures act ment taking most of the Common Land away from the Common people, giving land to the Rich landowners who could afford the new farming machinary & the horses to pull them, also to employ some of the Common folk as Labour.
This combination left little in the countryside to live on hence the exodus to the cities.

As promised - though maybe not much help - my adviser's view is that 18,495 seed drills is "more than enough" for a population of 24 million. No clear verdict on the benefits, but also no note (which I would have expected, if the case) to say that basic seed drills are no use without enclosure. So I stick to my reading of the rules, that enclosure is needed with Improved seed-drills, but not for basic ones...

Are you sure you have that number right? Each seed drill is 1,000 pounds, is that 1.85 M pounds...
Spain has about the same population, so that just seems off. Maybe I misread my own needs, but that's just crazy high.

Um (blush)... that is the correct figure. You think I may have been over-spending on this gadget? (I have a large population but also a large income, perhaps not most expertly managed!) Note that the phrase used was "more than enough" seed-drills for the 24 mill pop - so could be way, way over the top.
