A school costs 3,000 pounds to build, and 30pounds in upkeep, but I can't find anything on how many you need to get to a good education level.

    Does anybody have that?

1,000 schools needed per million of population. When this figure is achieved . 5 years later your cities can expect to avoid rebellion.

Education avoids rebellion? That seems very odd. I would have thought that it eventually improved EH and related things given it's enormous cost.

Seems like preachers would be a far cheaper way to avoid rebellion.

I agree. The cost is very high. But universal schools were rare for the period in huge numbers. I would have thought there would be an economic benefit. But I suppose it all takes many years again. Certainly cheaper ways to go out there.

    Defoe's Illuminations, page 17.

It says nothing about their effects though, literally just the costs I list above.
