Do you simply name famous people in your countries or do historical figures appear ??

You have to find them first. Ask the GM if you can employ that person, need to offer him a wage etc. Some times the person is already employed in another country and will not move, unless you offer better terms of employment.
Famous people only show up once you ask them to appear. You will need to provide some evidence of the person and where they were from or live.
Oh and they need to be alive not dead, ie if they died in 1721 and its 1723 you wont get them
