Treaty of Westphalia - "expert" required

Hi,
I have never played an Imperial position so the actual workings and impact of the Treaty of Westphalia, particularly in game have never really bothered me. I now have an issue with one of the clauses of the Treaty (having looked it up on the web) but cant at this stage openly discuss in a forum (eyes and ears and all that!).

If there is an Imperial player who feels like they have an understanding of the treary, especially in game, could they PM please. Any discussion would purely be on the treaty and game ruling.
