No financial cost involved, just train the staff officers and order them to set up a general staff.

general staff are needed to ensure orders to troops arrive on time and not 2 months after they were sent out. You should have 1 in Europe and 1 in any other continent you hae land and forces so orders are duley despat.

Thanks guys. Unless i hear otherwise, i'll assume that since there is no set up cost, neither is there an annual maintenance cost.

You can set up Army Headquarters which have a set up cost and annual maintenance cost. It is on the Wiki.
