Does anybody know if the odds of getting a research advance go down by specifying what it is you want? Are you better off letting it give you something randomly?

Re: academies and research
I've had mixed results from academies and no idea why. Some will come up with answers to problems within a few months, whether told what to research or not. Others have taken years to get nowhere. Military/naval advances seem easier to get than civilian ones.
I think progress will probably be delayed if they are training recruits at the time. I think there is a bonus is the academy has an appropriate head, but again I wouldn't like to guess how this affects it.
