Depends on which rule in particular you are looking for:
The basics for raising Town watches is in the rules page 19 in 7th edition, at the end of the army list in any case.
Arming town watch units is Advice for Princes page 3.
Issuing guard dogs to town watches is in Defoe`s Illuminations page 9
I do not know about any other rule concerning Town Watches specifically.

Rule number 1. Town watches are not infantry and will not stand and fight in a siege!
Rule number 2. Having more than one is a good idea having one with dogs is a very good idea.
Rule number 3. Issuing pistols or flintlocks is also a very good idea.
Rule number 4. Some sort of uniform/tabard is also good for morale.

They also stop foreign recruiting parties from operating, or at least try to, in the past some members of the watch have been killed by over zealous recruiters.They can also be detailed to guard public buildings to make it harder for people to steal all your national secrets.

The dogs can track any break in at your ministry's, that's if you have not fitted grills to the windows.... you have fitted grills to your ministry's windows haven't you?

If you want to be nasty don't fit grills but set the windows high up & let the dogs patrol inside.

I was thinking as Russia once to have all my ministry staff replaced by Siberians and tattoo a number on there arms for identification....
