Been reading the rules and this forum, and I haven't come across an answer to this yet. In the rules it is mentioned that a thriving economy will produce fewer recruits, because there are fewer unemployed men available (or something like that). Does this mean that by keeping our recruit numbers low (effectively putting recruits under government employ) we can produce a boost to the economy brought on by low-unemployment and a large pool of people with spending money?
