I was considering establishing a postal service to see if it would boost by EH, and such. Anybody else ever done it? Was it worth the investment? Was it expensive?

I have, recently (in game terms, about 6 months ago) set up a commercial postal system (rather than using the army). Costs were:
A central post office to serve as a main hub of operations costs £10,000 to open and run annually. To open an inn as a postal hostel, such as the historic Black Elephant Inn in Vienna costs £5,000,plus £10,000 per annum upkeep.
Which (for a large country) comes to quite a lot, allowing sufficient inns. My EH has only gone down since - but, given the opacity of factors affecting EH, doesn't necessarily indicate that the postal system is not having a beneficial effect. Can't imagine it would have a negative effect! (Please!)
