Is there a reason that position numbers aren't just public information? I can see having trouble delivering a letter to say blackbeard, but to the capital of well known nation?

you must have an embassy there to start that helps if you have wrote and introduced your ambassador then you should have the number. I always write an intro letter when I send my ambassador. If you do not have an ambassador then you have to wait in line like every one else thats the benefit of having an ambassador....
