The rules regarding magazines as i understand it are. They can only be opened in territory you own. They cover ammunition,gunpowder and shot. This is where the new rules kick in.They now, do not cover grain. Grain, food has to be brought to the army/town seperatly.
So you need to have a town in the area you are attacking. For a magazine. Or, if you do not have one.Then once the ammunition of your attacking army has run out, you have no ammunition avaliable.
This is how i interpret the new rules. It will stop people attacking towns,regeions where they are not represented by towns.More realistic, i think.l

Ok, that makes more sense. Not having played the rules enough some of it is still pretty opaque to me.

The wording does not say you cannot resupply gunpowder in a different region if you can get the supplies there, I would imagine.
It won't therefore stop nations attacking in a region/town they don't have a town in but it will make it harder as it could fail or be delayed.
Or would you have to capture a town with a port to resupply from if on a different landmass?
