Re: Question re email turns
My orders and letters are saved in .doc format and has not been a problem in the past. It means I cannot show expenditure actually on the treasury sheet, but that has not been a problem and Richard has not asked for anything differently. It also gives more flexibility for formating letters to be more visually pleasing.
I think Richard uses pdf as most computers will support adobe reader and saves trying to remember formats for different players - which would be an administrative nightmare and mean less orders get processed.

Re: Question re email turns
I'm not sure I follow the question, but if you need to lift from the turn, you can cut and past out of PDF into a text editor like word. If for some reason you wanted to annotate the whole turn in PDF, you'd need to purchase the full PDF tool, rather than just use the free reader, or you could just cut and paste the whole thing into a text editor and create a separate annotated version.
