I did once have a mission that actively worked with a shipyard in another nation to help it build a couple of classes of ships. For various reasons, I lacked the spare capacity to build ships for them and they lacked the recruits to be able to justified training 1,000 for a year in an academy.
It did mean when my mission ended the shipyard hadn't acquired the skills to build the ships though.
