Carte Blanche p.3 gives the low-down on forming an Army HQ staff - but I'm still a little confused. Does it mean that you have to take 100 staff officers who have already been trained at an academy for a year and then train them for another 3 months in their specific role, or can I just take 100 recruits and train them to be an HQ staff from scratch?

According to Carte Blance You need the following:
"This (army HQ) is formed by assigning 100 graduate staff officers to form an Army HQ.
Only one Army HQ mcan be raised at a Staff College at a time, and not at the same time as other recruits are being trained or Research carried out."
It seems Clear that first the Staff college is used to Train staff officers (for a year) and then it is used to train those staff officers to operate as unit (Army HQ).

I have raised a few but not tested any in combat, yet.

Thanks (as ever) folks. I guess it was wishful thinking, me wanting the interpretation to be otherwise... Ah well, in for the long haul...

Look on the bright side if an Army HQ formation is only of use when "responding" to hostile action if you get in your attack first the foe will be responding to you and you will not need a Army HQ to speed up your reaction time......."simples"
