What can Administration Academies be used for, other than training bureaucrats? I seem to recall something in one of the supplements (?) where they could be used to improve army organisation - but now I can't find it again. Are there any Research Breakthroughs that can be made? any hints appreciated!

Nope they are needed for what you mentioned, General staff are whats needed for the army.
You can use it for any administration function in the govrnment.

Disappointing news, after all that investment... Since I don't seem to need more than the initial 1000 bureaucrats. Have to see what Research ideas I can come up with.

how long do academies take to build?

A academy take only 1 month to build, training recruits at the academy take a year.

thanks has anyone ever switched the subject of an existing academy, for example, changing a magistrate academy into administration academy?
