And a Question of Maintenance

And another newbie query - the rule-book says that the Poor Relief helps to maintain roads, at a rate of £1 needed per £1 of road. Does anyone know if that "per £1 of road" is reckoned on total investment, or on the standard cost of up-grading from one level to another? (So, if it takes 10,000 to up-grade a level, and I've done it twice, investing 20,000 in roads, do I pay 10K or 20K in Porr relief to keep the pot-holes-filled?)

I just pay for the roads to be upkept and if they go bad get some money paid into them to get them redone, nind you with my budget i do not notice the difference.
